Rules of Play

RULES OF PLAY except as otherwise provided herein, the rules of USYS, US Club

and FIFA "Laws of the Game" shall govern this tournament.

NO REFUNDS ARE GIVEN ONCE TEAMS HAVE RECEIVED CONFIRMATION OF ACCEPTANCE

IN THE TOURNAMENT.

ELIGIBILITY

 

AGE: The age groups for this tournament shall be in accordance with the US Club

REGISTRATION: All players must be currently registered with their respective USSF

 

 

 

 

 

 

National Affiliate. Travel forms are required based on your national affiliation

requirements.

TEAM ACCEPTANCES: In the event the tournament is a sell out, teams will be

accepted using the following criteria.

 

*Date of application & payment status

*Travel accommodation status

*Geographic balance

*Club affiliation

TOURNAMENT PARTICIPANTS: All teams must abide by the US Club Soccer

policies rules and regulations and are subject to their disciplinary actions. All teams

wishing to participate in the tournament that are not USYS or US Club members will

will be required to provide proof of medical and liability insurance.

TEAM ROSTERS

Rosters shall consist of the following:

11v11 - teams shall not have more than 18 rostered players

9v9 - teams shall not have more than 16 rostered players

7v7 - teams shall not have more than 14 rostered players

GUEST PLAYERS: A maximum of (5) guest players allowed for all age groups.

Players MAY BE dual rostered if they are in different divisions.

PROOF OF AGE: All players and coaches must have current USSF National

affiliation player ID cards. (except U7-U10)

TEAM CREDENTIALS/CHECK-IN

ALL TEAMS MUST HAVE THE FOLLOWING AVAILABLE AT CHECK-IN:

 

· Official Rosters

· National Affiliation Player ID Cards (except for U7-U10)

· Travel Documents, if required

· Guest Player Forms, if your state association requires them

· Medical Release Forms (do not need to be notarized)

 

 

 

On-line check-in will be provided, be sure to check for those limited deadlines.

On-site check-in will be provided the Friday evening prior to the start of the

Teams that do not complete the online check in via GotSoccer will be required to

check-in in person during the on-site check-in the Friday evening before the

tournament begins from 6:00-8:00pm at the host hotel.

GAME DAY CHECK-IN - will be done at the field by the referee for each scheduled

game.

GAME DURATION

THE LENGTH OF THE GAMES FOR EACH AGE GROUP SHALL BE AS

FOLLOWS:

 

7v7…….Two 25 minute Halves………..U9-U10

 

9v9…….Two 30 minute Halves……….U11-U12

 

11v11…Two 35 minute Halves……….U13-U19

Half-time periods shall be a max of five (5) minutes.

SEMI-FINALS & FINAL games shall be the same game lengths as listed above

OVERTIME RULES: A tie in a premliminary game will be considered a complete game.

In the event of a tie in a semi-final or final game, the following procedure will be followed:

1. Two five (5) minute regular overtime periods will be played.

2. If still tied, penalty kicks (as defined by FIFA “Laws of the Game”) will be used to determine a winner.

5UNFINISHED GAMES: If the referee terminates a game and neither team is at fault,

it shall be considered a completed game if the first half has been completed.

NO REFUNDS ARE GIVEN ONCE TEAMS HAVE RECEIVED CONFIRMATION OF

ACCEPTANCE IN THE TOURNAMENT.

SEMI-FINAL AND FINAL GAMES in divisions in which there is an A B and C bracket,

the following will apply:

1. Winner of Bracket A plays Wild Card.

2. First Place B plays First Place C

3. If Wild Card comes from Group A, then B vs Wildcard and A vs C

FORFEITS

1. A forfeit will be declared if a team fails to report 10 minutes before the scheduled

game time with at least seven (7) rostered players. For 9v9 or younger, at least five

(5) rostered players shall be required to start the game.

2. Any team that quits the field of play before the conclusion of the game will forfeit

the game and is subject to disqualification in the tournament at the discretion of the

Tournament Committee.

3. A team that forfeits a game for any reason will not advance.

4. When the situation warrants, the Tournament Committee can declare a double

forfeit to both teams with no points scored for the game. This could be done in the

case of unsportsmanship behavior by both teams, etc.

5. A team that forfeits or drops from the tournament will receive a 0-3 loss to the

other team with full points given. Any team that drops after the team acceptance to

the tournament has been sent will be placed in bad standing with the tournament

and will be reported to their appropriate National and/or State Association.

SCORING

In the prelimary rounds, points will be awarded as follows:

3 points for a win

1 point for a tie

0 points for a loss

TIE BREAKERS: In the event of a tie in points in the round standings, the

following procedures will be used to determine the group winners.

1. Winner of most games

2. Winner of head-to-head competition

3. Goal differential (goals scored minute goals against) with a maximum of plus four goals per game

4. Fewest goals allowed (no limit)

5. Most goals scored (four goal limit)

6. Penalty Kicks

 

Tournament Committee may also use discretion in discussion with both coaches and

the 6th tie breaker (i.e. coin flip) The group winners will advance to the semi-final -

final rounds in all age divisions with 6 or more teams.

BRACKET GROUPING: In age groups with 16 teams, there will be a 4 bracket

option with A vs D and B vs C in the semi final round. In age groups with 6 or 8

teams, there may be 2 or more brackets The tournament committee may decide to

have semi finals for those age groups. In brackets of five, the teams will simply play

a Round Robin format with the winner and runner up declared based on points. In

groups with four teams, the top two based on point system above will advance to a

final.

WILD CARDS: In cases of an odd-number of groups, a wild card team will be

selected to advance to the semi-final round. The selection of the wild card team will

be made on the same basis as the determination of group winners. Wild card teams

will not be scheduled to play the division winner of their group in the semi finals. If a

semi final pairing results in the two teams that have played each other in the

preliminary rounds, the Tournament Director may decide to adjust the semi final

pairing to avoid a repeat of a preliminary game.

REFUNDS

NO refunds will be given to teams who drop after a team's acceptance notification

has been sent out and received.
